php-dev, [PHP-DEV] Filter, doc updated Hello,

Until we have a phpdoc entry for pecl filter, I added a page to Lukas'
wiki, it is Derick's initial spec but reflecting the current state:

Feel free to fix typos or improve the text.

I'm missing something like INPUT_REQUEST source. In many situations I don't care
about source of value (GET/POST/COOKIE). I'm only need value.

It is planed. The code is already here at least. But I have to test it
and see if it works.

I stuffed my text file in CVS now (pecl/filter/docs) so please update
that. (And please keep it RST compatible).
